GLA logged the £58.7m retrofit money in April, three months before the announcement

A GLA allocations table published with a decision the Mayor signed on 15 April sets out £58.7m for the Warm Homes: Social Housing Fund in 2026-27 — the sum he announced on 22 July to retrofit up to 5,000 social rented homes.

The table is Appendix 2 to MD3486, the Mayor's approval of the GLA's integrated settlement from the Ministry of Housing, Communities and Local Government, worth over £1.7bn across 2026-27, 2027-28 and 2028-29. Its capital columns run a year further, to 2029-30; its revenue columns stop at 2028-29.

Under "Improving London's housing stock", the Warm Homes: Social Housing Fund line carries £58.7m of capital in 2026-27 and nothing in the other three capital years.

An allocation in that table is not approval to spend it. MD3486 accepts the funding, adopts an outcomes framework and authorises senior responsible owners to spend in line with existing strategic programme delegations, while individual expenditure approvals come forward separately, as MD3508 did on 29 June, approving up to £3,264,895 for Sureserve to continue energy efficiency work to September 2026 for about 100 households.

The Smoke reported on 14 August that no decision on the GLA's register approved the £58.7m, and that the Mayor's release did not say whether the money sat inside a wider allocation. The appendix answers the second point. On the first, the register has moved since: it now runs to decisions signed on 11 August, and the 20 rows read today, covering 9 July to 11 August, include none approving spending of the fund.

Names differ across the documents. The release of 22 July calls the money the Home Energy Saving Fund, from the Department for Energy Security and Net Zero, and London's share of a £295m national package. MD3508 states that Warmer Homes London "was announced in February 2025. It is a new organisation set up by the Mayor of London and London Councils to oversee delivery of domestic decarbonisation in London", and names the Warm Homes: Social Housing Fund as one of the two capital schemes it oversees.

Skills money dominates the rest of the table. It gives the adult skills fund £338.7m of revenue in 2026-27, rising to £345.6m by 2028-29, with £47m for connect to work, £9m for skills bootcamps, £4.6m for industry placements and £400,000 for the teacher industry exchange.

No line in the appendix is named for Support for Young Londoners or the London Careers Programme. Those are the two programmes inside the £18m the Mayor announced on 21 July as part of a £30m package on artificial intelligence and jobs, which The Smoke reported on 14 August.

Revenue for 2026-27 rose from £433.6m at the original budget to £447.5m, an increase of £13.9m that the table's own total row gives as £14.0m. Supported housing gains £10.2m and long-term rough sleeping £1.6m, neither of which had a line in the original budget.

Capital runs at £119.2m in 2026-27, then £48.2m, £113.4m and £127.9m, with the national housing delivery grant taking £49.5m of the first year and £119.2m of the last.

The retrofit line stops after March 2027. The 22 July release states that "£231m funding has been allocated for London between 2025-2028 which is estimated to retrofit approximately 10,385 low income homes", a figure the appendix does not carry.
