Lambeth is due to order a £2,500 ballot on Vauxhall One BID's fourth term

Lambeth's cabinet member for economy, cost of living and empowered communities is due to decide on 21 August 2026 whether to order a ballot on a fourth term for the Vauxhall One business improvement district, at a cost of about £2,500. A business improvement district is an area where firms pay a levy on top of business rates to fund services the district picks.

The decision record states the chief executive would hold the ballot in November 2026 as returning officer.

The council published the record on 13 August 2026 and gives an effective date of 29 August. It classes the decision as a key one subject to call-in, the process by which councillors can ask for a decision to be reviewed before it takes effect.

The £2,500 estimate is what Lambeth now logs for these ballots. The council put the same figure on the Brixton BID ballot it authorised for October 2023 and on the South Bank BID ballot it authorised for February 2024. It logged £3,750 for the 2016 Vauxhall One ballot, £4,000 for the 2021 re-ballot, and £4,000 for the InStreatham ballot held in February 2023.

What the levy raises, and what it buys on the street, is absent from the council's record. The decision record gives no levy rate, no projected income and no count of the businesses entitled to vote. Lambeth's page on business improvement districts names seven of them in the borough and lists no levy rates.

The council is a ratepayer inside the area as well as the referee. Its 2016 decision agreed Lambeth would pay the levy owed on properties it owns in the BID area, £28,618.20 for 2016/17. The 2026 record carries no equivalent figure, and instead delegates authority to complete the ballot papers for council-owned properties.

The area covers three wards. The council's issue record lists Kennington, Oval and Vauxhall, names Jessica Roycroft as lead officer, and gives 29 June 2026 as the date Lambeth first published notice of the decision.

Vauxhall One has been to a ballot twice before on this register. The cabinet member for equalities and culture endorsed the proposal and ordered a renewal ballot on 14 October 2016, and the cabinet member for the voluntary sector and leisure ordered a re-ballot on 13 September 2021. The council's BID page gives February 2012 as the month Vauxhall One was established.

Lambeth does not have a free hand. The decision record states the council must consider the proposal and hold the ballot unless it conflicts with adopted council policy or places a disproportionate financial burden on particular people or groups.

If the cabinet member agrees on 21 August, the record delegates the levy, ballot and service agreements to the director of legal and governance, and the ballot papers for council-owned properties to the corporate director of resources or the director of finance. The ballot follows in November.
