Lambeth leaves 2024/25 developer contributions statement undecided nine months on

Lambeth's approval of its infrastructure funding statement for 2024/25 has sat undetermined for nine months, the council's forward plan record shows. The entry sets the decision as due "not before 11 November 2025" and still carries the status "For Determination".

The forward plan describes the decision as "approval of Lambeth's Annual Infrastructure Funding Statement (IFS) 2024/25 and authorisation of its publication on the Council's website on or before 31 December 2025". The council first published that entry on 13 October 2025.

The statement is the council's annual public account of developer money. It covers section 106 obligations, the sums developers agree to pay towards infrastructure and affordable housing when permission is granted, and the community infrastructure levy charged on new floorspace.

The council also set a standing rule for producing it. Its section 106 page states: "Before the end of a calendar year, the council will produce annual infrastructure funding statements providing details of receipts and expenditure for both CIL and S106 at the end of the previous financial year ending in March of that calendar year."

The council's published page lists the 2023/24 statement, dated January 2025, as the most recent, and no 2024/25 statement appears. It logs one for each preceding year: January 2024, December 2022, December 2021 and December 2020.

Spending decisions on the same money have continued. On 10 April 2026 the Deputy Leader of the Council, Housing, Investment and New Homes, approved £2,658,880 of levy receipts for the "progression of infrastructure projects" through two council divisions in 2025/26, and £871,665 for "monitoring, collection and enforcement of CIL and s106 deed monitoring".

A year earlier the same post approved up to £2,474,000 for infrastructure projects in 2024/25, and up to £1,122,377 "to fund the administration of CIL and site-specific s106 monitoring for the 2024/25 financial year". The monitoring and administration line fell by £250,712 between the two years, a drop of 22 per cent.

The drawdowns run wider than staffing. On 17 April 2026 the Cabinet Member for Economic Inclusion approved up to £1,312,907 of section 106 money for "Skills and Employment staffing and programmes" covering 1 April 2025 to 31 March 2026. Those three approvals commit £4,843,452 for the year.

The 2024/25 statement is a key decision for the Cabinet Member for Housing, and the forward plan names Benny Clutario, the council's CIL and section 106 manager, as the contact. The plan gives no revised date.

Under the council's own timetable, the statement covering the year to March 2026 falls due before the end of this year.
